Every bill carries three identifiers, provided by the organization's finance team and IremboPay:
TST-RWF.PI-3e5fe23f2d.GOR. Always a single fixed value. The demo service uses the account GOR-CG-RWF and the merchant GOR (lesson A7).

Fixed routing: one account, one code, one merchant

Dynamic account: one scenario per case
Fixed vs dynamic routing
| Service | Account | Code | Merchant |
|---|---|---|---|
| Kigali information request (handled centrally) | Fixed: KIGALI_MAIN-RWF |
Fixed: INFO_REQUEST |

| District cleaning fee (money goes to the district) | Dynamic: GASABO-RWF / KICUKIRO-RWF / NYARUGENGE-RWF by processingDistrict | Fixed: CLEANING_FEE |

Gotcha · the currency of the account must match the price
A USD price billed on an RWF account, or the reverse, fails at payment. When a scenario changes the currency, route it to an account of that currency, as in the screenshot above.
Building permits are processed and paid to the district chosen in the form (Gasabo, Kicukiro, Nyarugenge). All permits share one service code and Kigali City is the merchant. Which configuration?
B. Only the destination account changes with the district: one scenario per district. The service is the same (fixed code) and the merchant is always fixed.
